Outwalkers, by Fiona Shaw

From School Library Journal

Gr 5-8-Jacob Riley escapes from an Academy Home, a Dickensian orphanage in a future England ravaged by a purported virus. He plans to rescue his dog Jet and find his grandparents in Scotland. Immediately upon his escape, Jake is betrayed by former neighbors and chased by government "hubbers" who track him by means of a chip in the back of his neck. Then both Jake and Jet are rescued by a gang of "outwalkers" who excise the chip and invite Jake and his dog to join them on their way north. The gang steals and scavenges food, medicine, and clothing to survive. With skill, luck, courage, and occasional help from strangers, they brave government agents and unscrupulous adults to escape to Scotland and share information that could save England from its totalitarian nightmare. The dystopian buddy trope is well worn, yet Shaw draws such vivid circumstances and strong characters that this novel is impossible to set aside for long. The plot is detailed and exciting, and allegorical comparisons with the present day are compelling. It would be utterly inspiring but for one glaring sexist remark in which a character named Ollie "throws like a girl." VERDICT A strong additional purchase for collections in need of futuristic, dystopian middle grade fare.-Sheri Reda, Wilmette Public Library, ILα(c) Copyright 2011. I need to state that the concept of this book grabbed my attention immediately. In fact, I was unwilling to wait almost a year for the North American Edition to come out so tracked down a copy of the UK edition to read. The short description of the book on most sites is:"The border's closed, Jake said. No one can get into Scotland, just like no one can cross the Channel . . .This is England and it's no longer a free country. The Government can track anyone, anywhere, from a chip implanted at birth. But Jake has escaped from his Academy orphanage, and he needs to get to Scotland with his dog, Jet.When the Outwalkers gang grabs him, they go off-grid while the Government hunts for them. The closer they get to Scotland, the more dangerous it is. Because now, it's not only their own lives that are at stake . . ."In some ways the description made me think about V for Vendetta. Or parts of A Scientific Romance by Ronald Wright. But the combinate of the cover and the description instilled in me a deep hunger to read this book. And what an excellent read it was. I devoured the book in five sittings over three days. This book was incredibly hard to put down, and if I was not in the middle of some major projects at work, likely would have sacrificed a night's sleep to finish it in one sitting. This is a story set in a future where Britain has isolated itself from the rest of the world. They have passed laws, and no one is allowed out and no one is allowed in. This was done, the people have been told, in part because of illnesses and in part because of religious bombings.Jake has only been at the home school for a few months, since his parents passed away in an accident. He feels a compelling need to leave, to get his dog Jet and to make his way to Scotland to his grandparents. But in a country controlled by a government that has chips implanted in the citizens, so they can track them. He soon meets up with a group of Outwalkers, a group of youth and young adults, they travel the country, support each other. They are a team. But they have 4 main rules, they are:Rule one is no technology. Two is be outside.Three is be hidden, and four is obedience to the gang.Jake was told:"The gang always comes first. So if you join us, and you break a rule, the leaders can kick you out. That's it. No questions, no second chances. Just out. And we have done it already, kicked kids out."Jake is given a choice to join or not, and he does. But he messes up. He is given a second chance and they crew bonds. He joins:OlliePoacherCassSwiftMarthaDavieSoon the 7 of them find themselves being hunted. Because of circumstances they end up in London and then bad situation turns to worse. But they also begin to realize that the pursuit of them is about far more than just them being 7 unchipped outwalkers! This story is very well written. The characters are amazing. When the story ends you will be left wanting more. Wanting to find out what happens to the others. Wondering if there will be more books set in this world! Fiona Shaw has written an excellent novel and I highly recommend it

Filled with subtle, and not so subtle, historical and political references, “Outwalkers” is an engrossing novel that propels the reader through its 400-plus pages. Fiona Shaw creates a frightening view of the effects of xenophobia, technology, and government oversight run amok. Highlighting the sacrifices of those who oppose the government and the atrocities perpetrated on the citizenry by the controlling elite, Ms. Shaw’s novel is thought provoking.Set in a now walled-off England, “Outwalkers” focuses on Jacob, orphaned when his scientist parents die in an “incident”, and his journey to Scotland to join his grandparents. Like other orphans, Jake resides in a government-run Academy where his environment is strictly controlled. A “Mother” and “Father” care for the orphans, but a watchman patrols the grounds to prevent their escape. Every citizen of England, with the exception of the elite, is chipped so that “hubbers” can monitor citizens’ every movement. Known as “Outwalkers”, groups of rebellious and primarily young individuals roam the country, maintaining their freedom because they have removed the chip. A small tattoo, a dot within a circle, marks anyone belonging to the “Outwalkers”.Characterization throughout “Outwalkers” is outstanding. Fiona Shaw depicts different personalities and allows each one to grow into their role and to face, as well as overcome, their fears. Jake acts and accomplishes things he thought he would never be able to do. Aliya Khan, daughter of a government official, sacrifices her own freedom so that Jake and his group of “Outwalkers” are able to escape England. This may set the stage for an additional installment of “Outwalkers” so that the novel becomes the first in a series. The subtle political and historical references may allude younger readers, but adults will recognize many of the references. The “wall” plays a critical role in the story, keeping citizenry in rather than would-be immigrants out. Similar to the Underground Railroad, a network of individuals aid “Outwalkers” seeking to escape England. These individuals often mark their buildings or vehicles with the “Outwalkers” symbol. As occurred during the Holocaust, Jake and his group discover a warehouse holding suitcases filled with valuables that taken from citizens sent to government-run labor sites. The government sanctions or conducts experiments on unsuspecting individuals and groups, using infectious diseases or toxic chemicals.“Outwalkers” will compel you to keep reading from beginning to end. It is a book that will disturb your sensibilities, pointing out what could happen in a world where values have become skewed. It is a book that adults, as well as the YA audience, can enjoy. Although targeted at 8 - 12 year old readers, the messages conveyed may not resonate with that group.

My 13 year old 8th grader is an avid reader. Here is her review:--- "Early in the morning, everyone is asleep except Jacob. It is time for him to run away from the orphanage, Home Academy. After just barely escaping, he runs to locate his old neighbors, with the plan to beg them to become his new parents. But, on the way there, he passes his old house and finds his dog, Jet, locked in the shed. He continues to his neighbor's house to ask them, but they try to turn him in! He runs, breaking Jet free from the shed and the pair try to blend in as they make their way across the countryside. The "hubbers" and helicopters nearly catch up to him, when he suffers a blow. He finds himself taken in by a gang of kids, who call themselves "The Outwalkers," and are the only chance Jet and Jake can get out of England. Can they safely escape and find a home in Scotland? Find out in this fast-paced book! I absolutely LOVED this suspenseful adventure book. Something was always happening, and there was not a single dull moment! The characters were all fantastic; but my favorite was brave, skilled Ollie, or loyal dog Jet. Loving Martha, fierce Swift, gentle Cass and determined, selfless Aliya were great, too. I'd recommend this book to anyone who enjoys the Maze Runner series!"
